UK Pay: Rates_History Function Returning Incorrect Values

Symptoms
Problem Statement:
Rates_History function returning incorrect hourly rate when employee is changing salary basis in the middle of pay period. The function is
incorrectly adding both salary basis in calculation, returning an incorrect value. This is happening only after application of UK TYE18 patch
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
> 2 salary basis, one based on a Grade and one on Salary (with element attributes and rates_History configured as expected)
> Employee on Grade Rate from date A to date B
> Enter some basic hours for between A and B
> Update Salary Basis on assignment to be Salary and enter a Salary proposal record
> Run Quick Pay for Period and see Hours and Salary paid
> Enter Employee into Retro prior to date A and run Quick Retro.(or just call rates_history for any date between A and B)
