UPK: 403 Error Accessing KCenter Root Page

When trying to open KCenter an error message is displayed.

Full path to DefaultEndUser.aspx file works.

"403 - Forbidden: Access is denied"

The issue can be reproduced at will with the following steps:
1. Type in the browser the KCenter URL
2. Receive error message

The issue has the following business impact:
Due to this issue, users cannot access KCenter.
