Bom Explosion fails with error "The bill explosion is already in progress"

"The bill explosion is already in progress"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to configure orders and progress line to create configuration
2. See error "The bill explosion is already in progress"
Recently, applied <patch 24830330>:R12.BOM.D for the same issue, but it still continues to happen. Due to this issue, the request_id is left as -333 in bom_explosions_all and all subsequent explosions fail eventhough there are no concurrently running explosion requests.
