NVREP Not Processing Records

Problem Statement:
When receiving the NVREP file from HMRC and then uploaded the file, the output shows many of the records as unprocessed

Employee not Found or Terminated for - NI Number: - Name: - RTI Payroll ID: - NI Number to use


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  receive NVREP from HMRC

  2. upload the file in Oracle
