INVIDITM: ORA-01403 FRM-40735 On Master Item Form In Russian Language

Symptoms
When attempting to run Master Item (INVIDITM) form in Russian language user interface the following error occurs.
ERROR
ORA-01403: no data found FRM-40735: PRE-FORM trigger raised unhandled exception ORA-06502.
STEPS
The issue can be reproduced at will with the following steps:
1. Open Master Item (INVIDITM) form in Russian user interface and see errors - ORA 1403 , FRM 40735 , ORA 6502
What is working
The same form in English user interface works fine.
