Timekeeper Day Header Format Always Show up in DD-MM Format. (Doc ID 2403087.1)

On : 12.2 version, Timekeeper Entry

Timekeeper Day Header Format is not showing according to the OTL Date Format Preference . but it  always show up in DD-MM

expected to have same Date format in timekeeper

The issue can be reproduced at will with the following steps:
1. OTL Preference:"timecard table day header format" Mon, Mar 05
2. Self-Service Timecard and the date format is displaying correctly:
3. Timekeeper form is not showing the date format as the Preference. but showing MM-DD
 it cause confusion When date 02-03  in the header, it is not clear if this is Feb-03 or Mar 02
