Symptoms

On : 12.1.3 version, Revenue

ACTUAL BEHAVIOR
---------------
Accrued revenue is showing against expenditure ID and able to see Accrued revenue amount in expenditure inquiry form but not able to see Draft Revenue Number and also data is not available in table Pa_draft_revenues_all.

Another symptom is the draft_revenue_num in pa_draft_revenue_items is very large and random

Related Draft Revenue should exist in Pa_draft_revenues_all
