Changing the Project on Self-Approved PO's Causes a Higher-Level Approver Be Required for Re-Approval

When changing only the Project value on approved PO's (which were originally self approved by the requester) - depending on the new Project value, some PO's will require supervisor approval for re-approval.
What is the reason that in some cases the PO may be self-approved again, whereas in other cases the PO goes to a supervisor for approval?
