Order Movements Not Getting Attached to Shipments Via Move Order to Existing Shipment Action (Doc ID 2404798.1)

Symptoms

Order movements not getting attached to shipments using the standard action Move order to existing shipment action.

Shipments are created using a detachable ground schedule.
An order is planned to the shipment and the scheduled instance is released.
The shipment is tender accepted and events are sent in so the shipment is in an ENROUTE - ENROUTE status.

The customer then send in order integration that triggers the and agent that uses the MOVE ORDER TO EXISTING SHIPMENT action to move additional orders onto the shipment.

The customer is reporting the following error is being generated by the agent that is trying to move the order to the shipment.

Verification error for <XX.914681713_72671_22993898_UAT123456_180406-001> of shipment : expected , but was .
