EEOC Status Report does not Pick Up Employees Who Separated on the Same Day the EEOC Status Process is Run

Symptoms

Problem Statement:

EEOC Status report is not picking up employees who separated on the day the EEOC Status process is run

We have multiple people who separated on the day the EEOC Status process is run who do not make it into the EEOC Status file but do make it into the EEOC Dynamics file. Due to this, OPM EEOC is rejecting these as error files.

For example: - "Employee 1" Separates on 11/1/2017 5:30:49 AM. The "EEOC Status Report" was run on 11/2/2017 8:14:53 AM. The output does not contain "Employee 1".

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  Terminate an employee

  2. On the same day run the  EEOC Status process
