Symptoms
ACTUAL BEHAVIOR
---------------
Users installed the Chinese language through TSP patches provided by Oracle, with Patch 27503160.
After that , All Receiving transaction screens (Receipts, Returns, Corrections In Chinese application form --- find each column name disappear.

In English instance, system works as normal.
EXPECTED BEHAVIOR

Expect both Chinese instance & English instance, work as normal for all column name.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into the Application with Language = Chinese
2. Navigate to receiving form -- RCVRCERC RCVTXERE RCVTXERT RCVRCVRC
3. Find column name are all disappeared.
