Change To Plain Text Mode / Change To Rich Text Mode Post Upgrade To 12.2.6 show HTML tags. (Doc ID 2405404.1)

After upgrade from 12.1.3 to 12.2.6, when user tries to rate the competency and provide comments, the comments region displays the "Change to Plain Text Mode" link.
If the user enters data in rich text format and uses the link "Change to Plain Text Mode", the comments field displays data with tags.

We don't want the link "Change to Plain Text Mode" and "Change to Rich Text Mode" appear on the page.
Alternatively, if the link appears its fine but the tags should not be displayed in the comments field when we move to plan text mode.

The HTMl tags will not be added to the comments and the option to select plain text or reach text will be disabled.

The issue can be reproduced at will with the following steps:
1. Manager Self Service
2. Select Appraisal
3. Update Competency.
4. Toggle from plain text to reach text under the update comment page. The behavior is notice.
