Symptoms
ACTUAL BEHAVIOR

After upgrade from 12.1.3 to 12.2.6, when user tries to rate the competency and provide comments, the comments region displays the "Change to Plain Text Mode" link.
If the user enters data in rich text format and uses the link "Change to Plain Text Mode", the comments field displays data with tags.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager Self-Service
2. Select Appraisal
3. Update Competency
4. Toggle from plain text to rich text under the update comment page. The behavior is noticed.
