Internal Requisitions That Are Being Imported From ASCP Are Not Processing (Doc ID 2407197.1)

Internal requisitions are getting stuck in the PO_REQUISITIONS_INTERFACE_ALL interface table and will not process.

the Requisitions are being created by MRP/ASCP Applications

There are no errors in the interface errors table "PO_INTERFACE_ERRORS"

Steps to Reproduce the Issue

1. Login to a PO Responsibility with Setup Access (PO Superuser ,etc)
2. Run the requisition import program after ascp/vcp has populated the interface with internal reqs
