Cannot Update Lifecycle On Some Items - Dropdown Action Not Available (Doc ID 2407214.1)

On : 12.2.5 version, Catalog items

Actual Behavior
Find certain items that can not be updated in PIM / PLM. It says there is no lifecycle. However, when we try to change the lifecycle, we are unable to.

Expected Behavior
1. The items get created without a lifecycle in the master org.
2. The items get enabled in child orgs without lifecycle

3. Users can update the lifecycle in the master org from the shortcut list in the form.
4. There is no way the users can update the lifecycle in child orgs, because there is no choice in the list.
