Negative balance on a closed accrual budget

We closed an accrual budget on 4/1. After closing it there were some returns that got created in the month of April. Returns reversed the original accruals by creating negative accruals even though the budget was closed. Since the budget is closed we cannot do any adjustments on it now and neither can we reopen it. How do we adjust the negative balance in this budget now?

The issue can be reproduced at will with the following steps:
1. The budget got closed last month
2. Some items got RMA and Some returns reversed the original accruals by creating negative accruals
3. Go into Trade Management-> budget->Checkbook->adjustment.
4. Cannot do an adjustment on  or reopen a closed budget.
