ACTUAL BEHAVIOR

Tax Manager > advanced setup options > Tax Condition Sets, create a new Tax Condition Sets with Operator = "IS NULL" or "IS NOT NULL", back to query this Tax Condition Sets and click update to check detail
--> find Operator column shows ''IS NULL'' as blank (instead of actual text value as "IS NULL").
EXPECTED BEHAVIOR

For tax condition set, if create with Operator = IS NULL, when back to query and check detail, Operator column should show actual text value as "IS NULL" instead of blank.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. tax manager > advanced setup options > tax condition sets
2. create tax condition sets with Operator = IS NULL > save
3. back to query this tax condition set with detail > click pencil button for update > find Operator column shows as blank instead of value "IS NULL".
4. before upgrading with 12.1.3, Operator displayed as "IS NULL"; after upgrading to 12.2.6, Operator displayed as blank.
