The Arabic Language Option Disappears Once The Forgot Password Option Is Clicked (Doc ID 2409346.1)

Symptoms

On an environment with the English and Arabic languages are installed, when clicking the "Forgot password" option the Arabic Language option disappears.

Steps to reproduce the issue:
1. Get to the Oracle E-Business start page
2. Both languages English and Arabic can be seen
3. Click on the "Forgot password" link and come back.
4. Now, only the English language option is shown, the Arabic option is missing.
