Updating Employee Addresses Using API create_us_person_address, Old Address Taxation Details Carried Over

Symptoms

Problem Statement:

Updating employee addresses using Oracle API, Old address Taxation details are getting carried over.  

Using API hr_person_address_api.create_us_person_address to update employee addresses through our Custom procedure.
After the new address is created we noticed that the Old address Taxation details are getting carried over to the new address. Even through we are trying to pass null values for these fields.

 

Expected Behavior:

When creating new address, taxation address should not be carried over if not specify or if pass null values

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1.  First time when I updated the address. New address didn't carried over the Taxation details. Correct behavior.

  2.  Second address change, I passed Taxation details .  Address created with correct Taxation details -- Correct Behavior
     
  3.  Third address change, I passed Taxation details as null. Address created with previous  address Taxation details -- Incorrect Behavior
