OTL Time Cards Repeatedly Processed In EAMs

On : 12.1.3 version, Work Execution

ACTUAL BEHAVIOR
---------------
There are erred transactions in current system for which open SR`s exist.

IN UAT instance, retrieve time card program was run for a period which included this erred transactions.
Such erred transactions are getting processed repeatedly in eAMS without getting flagged as processed in OTL.
Every run of retrieve time card program is resulting in a resource transaction ently into eAMs for the same time card entry.

EXPECTED BEHAVIOR

Expect not to see any duplciates

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run "Retrieve Timecard Data from OTL to EAM" for Person Id :XXX
2. The program is creating duplicate entries into WIP_TRANSACTIONS

The issue has the following business impact:
Due to this issue, users cannot pass the correct details to EAM
