OLFM and eBTax integration to generate estimated Transaction Tax for Termination Quotes is failing

As part of recent testing of new termination quote formulae, an issue has been identified with the creation of the Transaction Tax lines for Termination Quotes in OLFM for a specific Operating Unit. Customer uses eBusiness Tax for the tax generation for OLFM, AR and AP, and this has been working successfully for all transactions for all Operating Units until this issue.

The issue is with 'automatically' generated Termination Quotes for the French Operating Unit. When a termination quote is requested through the normal front end screens, using the standard seeded 'Termination - Without Purchase'  quote type, the system is calculating the correct line values, but NO Transaction Tax lines are produced on the quote.

For the same French Operating Unit, when the quote uses the standard seeded 'Termination - Manual With Purchase' or 'Termination - Manual Without Purchase'  or 'Termination - With Purchase' and the same base line values are entered manually, the system IS then generating the Transaction Tax lines as expected.

In other Operating Units (Germany and Italy) for both the 'automatic' quote types and the 'manual' quote types, Transaction Tax lines are generated as expected.

There are no on-screen errors recorded during the quote processing, just the absence of Transaction Tax lines.

Expect transaction tax lines to be created for French OU.

The issue can be reproduced at will with the following steps:
1. Asset Management / Termination for French OU with Termination - Without Purchase' quote type
