R12.2:JL:AP: Arg. Turnover Tax Data Upload Ver. Report Does Not Update Supplier Applicability (Doc ID 2410751.1)

Symptoms

On : 12.2.4 version, Americas Globalization Payables

Supplier Applicability was not updated after running Argentine Turnover Tax Data Upload Verification Report.
The program did not insert any data for the month of APR-18.

Expect to have supplier applicability updated.


The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Payables - Argentina localization

- Download the file from Buenos Aires website
- Use custom SQL loader to interface flat file data into temporary table JL.JL_AR_TURN_UPL_T

2. Path: Other -> Requests -> Run
3. Run the Argentina Turnover Tax Data Upload verification Report

a) Argentine Turnover Tax Data Upload Verification Report
  Parameters: Y,Y,N

b) Argentine Turnover Tax Data Upload Verification Report
  Parameters: N,N,Y

3. Path: Setup -> Supplier Applicability

Supplier Applicability was not updated after running Argentine Turnover Tax Data Upload Verification Report.
The program did not insert any data for the month of APR-18.

NOTE:
This process worked fine for previous months.
The issue occurred only for APR-18.

4. After updating RATE_CHANGE_FLAG = 'S'

Now Suppliers Applicability was updated but Supplier Applicability was not derived in open invoices.

The APList_Invoice_0003-00006750.html is for one o the cases where Supplier Applicability was not derived in the Invoice.

RATE_CHANGE_FLAG = 'S'
is what would be needed for the records to be included in the updates.


The issue has the following business impact:

Due to this issue all open invoices that need to be paid are not getting withholding tax calculation.

Payment process is on hold due to this issue.
