Symptoms
On E-Business Suite 12.1.3 version =>
ACTUAL BEHAVIOR
---------------
NLS_NUMERIC_CHARACTERS is changing for few sessions from ., to ,. for some users
Prior to that , it was always ".," for all sessions.
Sessions at different timings are shown as below with different NLS_NUMERIC_CHARACTERS.
EXPECTED BEHAVIOR

Would have expected to have same format ".," for all connections.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Query APPS.ICX_SESSIONS table data where user_id = 230368590 (Issue user)
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot maintain setting for NLS_NUMERIC_CHARACTERS and form transactions are failing since correct data doesn't get saved.
Changes
Implemented OAM 11g / OID 11g configuration.
