When Rescheduling a Batch Planned Completion Date in a Batch with Completed Steps, Zero Usage Pending Resource Transactions are Created for Resources in the Completed Steps (Doc ID 2411217.1)

On : 12.1.3 version, Batches

After completing a batch step, and the associated resource transactions get completed, then rescheduling the planned completion date of the batch, new pending resource transactions (with 0 usage) are created for each resource in the completed step.

Expect no new pending resource transactions to be created for the completed step.

The issue can be reproduced at will with the following steps:
1. Release step
2. Release subsequent step
3. Complete first step
4. Reschedule planned completion date of batch to a later date.
