Create Settlement Batches does not not process transactions from certain operating units (OU's)

Expecting all operating units to have transactions processed
STEPS

The issue can be reproduced at will with the following steps:
Funds Capture Process Manager
Run the Create Settlement Batches program
Changes
The system profile option "MO: Security Profile" was changed.
