Undeploy of Rest webservice from Backend Using RestDeployer.sh fails with "oracle.apps.fnd.common.PoolException: Exception creating new Poolable object"

Undeploying the service doesn't work using Restdeployer.sh due to the following error stack:

irepName is : HR_PERSON_ABSENCE_API
Deploying Service for IRepName HR_PERSON_ABSENCE_API
SystemError: Apps initialization fails. oracle.apps.fnd.common.PoolException: Exception creating new Poolable object.
Error in Service Deployment.
