Audit Trail Is Missing On Some GTM Trade Items (Doc ID 2414568.1)

Auditing is activated in system, however it's not showing up for some items. The AUDIT_TRAIL table does not showing entries for these items.

Steps to Reproduce:

a) Defined Audit Control for the domain via the Business Process Automation -> Audit Trail Management -> Audit Control. Selected Item level Auditing to be Enabled.

b) Define a Contact that would capture the audit events. Create a new contact 'AUDIT' and it captures the events that you want to listen to. Select 'ITEM CLASSIFICATION - CLASSIFICATION ADDED REMOVED' event.  Communication method for this contact should be 'AUD'

c) Set property glog.audit.beforeafter=on on both app and web server

1. Select Trade Item for edit
2. Select Actions -> Apply Product Classification Template -> Select Product Classification Template
3. Receive message 'Item classification successfully saved'
4. Checking for Audit using Actions for this Item returns no Audit details or view using By User view (Business Process Automation -> Audit Trail Management) the audit details.

Note that if item-1 has a classification code (HTS US - 00001) and there is item template Item-Template-1 has HTS US - 00001. With this setup if you run the apply template it would say successfully applied the template, but there isn't any change as the classification code already exists and hence the item modified isn't getting modified.
