Zero Charge Check Box In Charges Section Cannot Be Checked The First Time

Symptoms

On : 12.2.6 version, Update Service Request

ACTUAL BEHAVIOR
---------------
 If an existing charge line is expanded and the first action taken is to select the Zero Charge checkbox the selection is not accepted. If it is selected again the selection is accepted.

EXPECTED BEHAVIOR
-----------------------
The Zero Charge checkbox selection needs to be accepted the first time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open a Service Request
2. Go to the Charge line and expand it
3. Select the Zero Charge checkbox the selection is not accepted.
  If it is selected again the selection is accepted.
