User is trying to approve a PO - an error occurs and po does not get Approved.

Users do not want tax calculated in the system

STEPS TO REPRODUCE
-------------------------

  1. Login to a Purchasing Responsibility 
  2. Navigate to PO Summary Form
  3. Query the PO
  4. Open the PO and attempt to approve
