Symptoms

Timecards are saved with missing PO Line Number for Contingent Workers.

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility-> OTL Self Service Time Entry
2. Submit a projects-purchasing timecard
3. Approve timecard
4. Run PRC: Distribute Labor Cost process
5. Try to update the timecard
