Single Touch Payroll Report Fails with ORA-20100 File creation failed (Doc ID 2416397.1)

Symptoms

Problem Statement:

"Single Touch Payroll Report" fails with the following error.

Oracle error occurred
Table=pay_archive.deinitialise
sqlno=1533
ORA-20100: ORA-20100: File o<REQUEST_ID>.tmp creation failed.
File could not be opened or operated on as requested.

Action: Make sure the directory - /tmp/XXXX - is a valid directory with write
permissions and is accessible from the database server node for write operation

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Login as AU HRMS Super User
  2.  Submit "Single Touch Payroll Report"
     (N) Processes and Reports > Submit Processes and Reports > Single request
  3.  Request fails with the error
