Password Error When Trying To Register New Supplier User

On : 12.1.3 version, Supplier Registration Issues
Password Error When Trying To Register New Supplier User when trying to implement a new security policy as per MOS note:
<Note 362663.1> - "How to Implement Signon Password Custom Profile Option in EBS 11i / R12"
This is so that the password should contain at least one digit, one upper case character and one special case character
The following profile option hs been set: Signon Password Custom with “oracle.apps.fnd.security.SomeCustomPasswordRules”
When registering a new supplier it looks like the register new supplier user process generates a password that does not adhere to the new security
policy and the following error is generated
ORA-20001: APP-FND-02600: Unable to create user xyz@<xxxx.com> due to the following reason(s): Password
should contain at least one digit, one lower case character, one upper case character and one special character (?!%$#)..
The issue can be reproduced at will with the following steps:
1. Try to setup password signon security as per Note 362663.1
2. Setup various profile options for Signon functionality
2. Then in "Register a Supplier User" screen where user enters in
Supplier Name and Supplier Number the reported error is displayed:
