Not Able to Export All Data Using File -> Export Option When it Contains Special Characters

Goal
Trying to export the data using Purchase Order Summary form.
When the file is open as TSV, some of the rows goes missing.
Tried to use a work around saving the file as .CSV; however the data is not showing in a correct format.
Explain why the export is functioning this way.
