Symptoms
On : 11.1.1.7.x version, Designing Layout Templates
When attempting to add a field in the excel template file from the Field Browser, the following error occurs.
ERROR

The process cannot access the file c:\users\userxyz\AppData\Local\Oracle\BIPublisher\TemplateBuilderforExcel\tmp\etb.log because it is being used by another process.

STEPS

The issue can be reproduced at will with the following steps:
1. Run Excel template builder
2. add a field in the excel template file from the Field Browser
