Not Able to Apply the Pairsfile Value When Running "adcfgclone.pl component=appsTier" with Non-interactive Mode

Symptoms
Set the target node context value using pairsfile option on ｎon-interactive post clone, but, the source node context value was applied.
The pairsfile was created from template file "<INST_TOP>/appl/admin/<CONTEXT_NAME>.txt".
The log file of creating context file has the below output, it looks like the source node value override the pairsfile value.
From CloneContext_<timestamp>.log:

In target context file context variable s_update_wls_server_ssl_port value doesn't exist so far will be populated as true
