12.2 E-Business Users Are Unable To Access My Oracle Support Due To Message 'Please enter a valid My Oracle Support userid' Or 'Unable to connect to Metalink'

E-Business Suite 12.2 Applications Technology Stack, Database for Applications Technology related issues
Users are unable to connect to My Oracle Support, instead the following message is received:
'Please enter a valid My Oracle Support userid and password to http://gateway.host.domain on Proxy Server Port 10000'
The error also occurs in the Applications Manager (OAM) responsibility when trying to download Patches as the following error occurs :
'Unable to connect to Metalink. Please enter a valid Metalink userid and password. Please also check if the Web Proxy Setup information is correct.'
