Symptoms

In 12.2

In CRM HTML Administration creating new users who exists in OID receives the following error:

Errors in page. Please correct and submit again. Number of Errors: 1
Username is already in use. Please select a different Username.


Steps To Test
===========
1. Navigate > CRM HTML Administration > Setup > Users > Registration > User Maintenance
2. click Create button
3. choose profile  > click next
4. enter Organization Number > click next
5. enter personal information > click next then error
