Suppliers Page Shows Error - No Data Found For Region (/oracle/apps/pos/supplier/webui/RecurringAssessPopRN)

Symptoms

In Oracle iSupplier Portal (Supplier Management), Release 12.2.4, an error occurs when accessing the Suppliers home page and suppliers cannot be searched.
The issue began to occur after applying Patch 26929727:R12.POS.D "In Oracle iSupplier Portal, this patch fixes the issue of stale data error when clicking Suppliers Tab after opening Favourites window".

Steps To Reproduce

The issue can be reproduced at will with the following steps in a Vision Demo environment:

1. Prior to applying the patch:
a. Log in as OPERATIONS
b. Open the pages from the following navigations:
- Purchasing, Vision Operations > Supply Base > Suppliers
- Supplier Management Administrator > Supplier Home
The Suppliers page opens correctly and supplier search functionality works correctly.

2. Apply Patch 26929727:R12.POS.D using all adop phases.

3. Clear functional cache in Functional Administrator responsibility.

4. Retest the issue.
a. Log in as OPERATIONS.
b. Open the pages from the following navigations:
- Purchasing, Vision Operations > Supply Base > Suppliers
- Supplier Management Administrator > Supplier Home

In both navigations, the Suppliers page opens correctly, though an error appears at the top of the page:

c. Perform a search for a supplier "Advantage"
The page refreshes again and now the error is not seen, but the search results are not returned.
d. Do the search again and still the search results are not returned.

The search for existing suppliers to be viewed/updated is not working after applying the patch.
