Symptoms

ACTUAL BEHAVIOR
---------------
When attempting to schedule a report from OTM, the action fails with the error below. This only occurs when scalability is enabled:

EXPECTED BEHAVIOR

It is expected to be able to schedule reports successfully with no errors

STEPS
-----------------------
The issue can be reproduced on an environment with scalability enabled with the following steps:

1. Navigate Business Process Automation > Reporting > Report Manager > Select a report
2. On the "Reports" list page, for the respective report, click "Schedule (Online DB)"
3. Input the report parameters
4. Enter your email
5. Select the report format
6. Schedule to have the report run in a future date/time.
7. The error is observed
