Symptoms

ACTUAL BEHAVIOR
---------------
Recovery rule is failing when rule condition is based at Site level
information rather than party for the vendor

Tax Rules are not getting applied for AP Invoice
We have written a Tax rule in such a way that if intended use is non Business
Use then tax will be treated as Non Recoverable Tax.
We have created a invoice and selected intended user as NON BUSINESS USE but
non recoverable tax is not calculate instead Recoverable tax is getting
calculated.

EXPECTED BEHAVIOR

Tax rule to work, non recoverable tax calculating for NON BUSINESS USE.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define a Tax rule for Determining Factor Name as Intended Use
2. See that Recovery rule is failing when rule condition is based at Site
level information rather than party for the vendor

BUSINESS IMPACT

The issue has the following business impact:
Third party Registration based Recovery rate rules fails to successfully process.
