E-Business Suite User Management, Forgot Password UI related issues

User Management (UMX) 'Forgot your password' link sends an invalid password to the user.

The forgot password workflow associated with the link results in an incorrect or encrypted value password being sent to the user.

The issue can be reproduced via the following steps:

1. User requests password change using "Forgot your password?" link on the login page.
2. The user receives the notification for password reset via email and clicks the 'Approve' button to send back the response to workflow.
3. The approved message is received by workflow and the user receives the temporary password like the following:

      "{!9BE41FDA9BA0D3A08EFF2C407CF41E21"

4. Login with the password does not work, and it appears the password is partly encrypted.
