Editing The Worflow Mailer Fails With "You have insufficient privileges for the current operation" (Doc ID 2420862.1)

When attempting to edit Workflow Mailer the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply patch 24621637 and Workflow starts successfully
2. Click on Edit for workflow mailer, the page displays incorrectly (all the description lines are displayed in the same line as Title. for example: Server Name and its description should be in two lines as:
    * Server Name
    Host Name of the machine used to send email notifications (including full domain name).
    But it displays in one line as:
    * Server Name Host Name of the machine used to send email notifications (including full domain name).
    Besides, all the notifications emailed to users, shows error in mail box:
