APP-QA- 16135 Quality Results Cannot Be Entered Because No Collection Plan Apply (Doc ID 2421108.1)

On : 12.1.3 version, Quality Workbench

When attempting to when user trying to click on quality button in receiving inspection screen the following error occurs.

APP-QA-16135 Quality Results cannot be applied because no Collection Plans apply.

The issue can be reproduced at will with the following steps:
1. Go to Receiving transaction
2. click on quality button in receiving inspection screen.
3. Error APP-QA-16135 is thrown.
