JBO-29000 Error When Edit Requisition After Patch Applied (Doc ID 2421441.1)

In Oracle iProcurement, Release 12.2.4, an error occurs when attempting to edit the shopping cart.  The error began to occur after applying Patch 27922902:R12.ICX.D "This patch fixes the issue of requisition got submitted when entering Edit and Submit Requisition page".

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Select the iProcurement responsibility > iProcurement Home Page.
3. Add one or more items to cart.
4. Click the View Cart and checkout button.
5. In the Shopping Cart pop-up window, click the Edit button.  The error appears at this point.
