AGIS Outbound transactions for blank rows is prompting to enter the mandatory DFF parameter (Doc ID 2421766.1)

Symptoms

New Intercompany setup including defining a Descriptive Flexfield (DFF) for use with intercompany transaction headers.
For example, the DFF is defined with 4 segments, the DFF is defined to be not required but enabled and displayed.
The individual segments are defined to be required as follows:
Responsibility - System Administrator
Navigate to Application -> Flexfield -> Descriptive -> Segments
Query Application: Financials Common Modules   Title: Intercompany Transaction Headers
Select the defined Context Field Values Code that the segments have been defined for, then select the Segments button.
Select the segment line and then the Open button. Here you will see if the Required check box is checked to make the segment required.

To replicate the issue:
Create a outbound transaction with the DFF enabled for use.
Enter 1 line and attempt to save - validation errors will be generated for the other blank lines display showing that a value must be entered for the DFF segment.

Expectation is that if there is no data in the line that the validation won't fail. The DFF is not set to required so its expected to be able be left blank and not see this validation error.
