On : 12.2.4 version, Inbound/Outbound transactions

ACTUAL BEHAVIOR
---------------
Outbound Triggering Process is not Trigger during Ship Confirm.  Customer recently implemented RLM and sent ASN856 to his customer. Users are facing problem where
'Outbound Triggering Process (Triggering Process Outbound)' program is not getting triggered
when we ship confirm delivery.

WORKAROUND
---------------
Users are forced to manually submitting 'Departure Ship Notice Outbound' program to trigger
Outbound Triggering Process (Triggering Process Outbound)

EXPECTED BEHAVIOR
-----------------------
Expect the Outbound Triggering Process (Triggering Process Outbound) to create the DSNO
after ship confirm delivery.

STEPS
-----------------------
1. Responsibility: Order Management Super User
2. Run ASN856
3. Observe: DNSO is not getting triggered.
