UK BIK: Benefits in Kind not Reported on CLass1A NIC and Audit Reports if the Element was End Dated During the Year

Symptoms

Problem Statement:

BIK elements not reported in CLass1A NIC and Audit Reports if the element entries are ended during the year and not processed in the last payroll run
All benefits needs to be reported at year end to calculate class 1a NICS

Steps to Reproduce
The issue can be reproduced at will with the following steps:

Under UK HRMS Manager responsibility:
1. Element Entries May 2017: Employee ceases to have a Car from 1st July, so the element is end dated on 30th June (GB BIK Car and Car Fuel 06-Apr-2017 - 30-Jun-2017)
2. Payroll is run for July
3. Run Payrolling of Benefits in Kind Archive Process with effective date= 31-Jul-2017 , Report Option= Audit Report or Class 1A NIC Report
4. Employee appears in output file of the Archive, but not the GB BIK Audit Report or the GB BIK Class 1A NIC Report
