Pricing & Availability Form Shows Price from an Incorrect Price List (Doc ID 2422816.1)

When using Price and Availability, we are getting what appears to be incorrect pricing.
Looking up part number 123456 without a Customer entered, we get the appropriate $95.54 as the part is listed on the SP Price List.

When looking up the same part number with a Customer entered, the pricing is acquired from the ABC Printer Price List Details:

SP Price List has part# 123456 listed with a precedence of 220
ABC Printer Pricing Price List does not have part# 123456 listed
ABC Printer Pricing Price List has a Qualifier that this Customer meets with a precedence of 320
ABC Printer Pricing Price List has an ALL ITEMS line with a precedence of 315

When a customer is entered, also expects Unit List Price to come from Spare Parts Price List


The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Pricing and Availability
3. Enter data
4. Click on Price & Availability button
