Retrieve Timecard Data From OTL To EAM Not Marking That The Transaction Has Transferred (Doc ID 2423646.1)

After upgrading from R12.1.1 to R12.2.6 , the regular transactions flow from OTL to EAM, for a few employees,
the employee records are not transferred. OTL transactions and approvals setups are correct.


Start of EAM_OTL_TIMECARD_PUB.perform_res_txn
EAM_OTL_TIMECARD_PUB.perform_res_txn : Work Order is : xx and Operation is : xx and Resource is : xxxx and Employee is :xx
Resource Sequence Number is : xx
Employee Name is : xxxx
Organization Id is : xx
Resource Code is : xx
Charge Department is :
OTL ENTRY is made for the date: xx
Retreiving the Period Id for the OTL Entry
Period Id for the OTL Entry is: xx
checking if the above period_id is an open period
Start of Resource Validation in WIP_EAM_RESOURCE_TRANSACTION.resource_validate
No charges allowed for this workorder.
After Resource Txn - (N,N)-> (Delete,Change)
FAILURE -- Building Block Processing Failed
Processing Building Blocks : 2


The issue can be reproduced at will with the following steps:
1. Run "Retrieve Timecard Data from OTL to EAM" for Person Id :3048
(Organization Id :101)
2. The program errors with the completion text as 'FAILURE -- Resource
Transaction encountered errors; Please look into hxc_transactions table for
