Counter Is Not Displaying On Counter Capture Reading Form (Doc ID 2423650.1)

After disabling the reading in counter reading history, counter is not
displaying in counter capture reading form

Counter needs to be displayed in counter capture reading form even after
disabling the reading in counter reading history

The issue can be reproduced at will with the following steps:
1. Go to service contract manager
2. Select any contract which has counter associated to it
3. Go to counter tab and right click on counter and go to counter setup
4. Enter a new counter with initial reading and save it
5. Go counter capture--> select newly created counter
6. Give the new reading and save it
7. Click on view reading history button. here we can see the new reading which
we gave in step6. select "disabled" check box and click save and click ok
8. The counter will be disappeared from capture counter reading form

The issue has the following business impact:
Due to this issue, users cannot able to see the counters in capture reading form
