Credit Card Authorization failed with error 'Connection timed out" when Proxy server used.

Symptoms
On : 12.2.5 version, FC Core
We are getting error "Communication error. The payment system, the processor, or iPayment electronic commerce servlet is not available/accessible." when trying to authorize the Credit card transaction when Proxy server is used.
In the IBY java log shows below error.
EXCEPTION:[iby.net.NetUtils.writeHttpPost]:java.net.ConnectException: Connection timed out (Connection timed out)
at java.net.PlainSocketImpl.socketConnect(Native Method)
STEPS

The issue can be reproduced at will with the following steps:
a. Login to Funds Capture Process Manager Responsibility.
b. Click on Transaction Testing tab >> Create Authorization
c. Enter Authorization details (you can use any dummy number for PSON parameter ex:1234)
d. Click on Submit.
